Eurosec OÜ, in coordination with the Estonian Transport Administration and the Police and Border Guard Board, is carrying out testing of the new VIDAR Speed speed camera. The purpose of the testing is to assess the device’s reliability, accuracy, and suitability for use in traffic enforcement in Estonia.

Where and for how long will the testing take place?
The speed camera testing will take place on the Tallinn–Tartu highway, on the Peetri section, for up to 60 days. The testing will be carried out in a real traffic environment to ensure the reliability and practical relevance of the results. Location: 59°21'45.9"N 24°52'01.7"E

What does the camera do?
The camera detects vehicles that exceed the permitted speed limit and takes a photo of them. Data is not collected about all passing vehicles — recording takes place only when a speeding violation is detected.

What personal data is processed?

Vehicle registration number and country of registration
Vehicle make, model, category, and color
Vehicle speed and direction of travel
Date and time
Location information
Image of the persons inside the vehicle

Purpose of processing
Personal data is processed solely for the following purposes:

Technical testing and development of the speed camera
Assessment of the device’s accuracy and reliability
Analysis of its suitability for traffic enforcement

The purpose of the testing is not to identify or penalize traffic offenders.

Will the data be used to issue fines?
No. Data collected during the testing will not be used to initiate misdemeanor or criminal proceedings and will not be forwarded to law enforcement authorities for the purpose of penalty proceedings.

Legal basis
Personal data is processed in accordance with Article 6(1)(f) of the European Union General Data Protection Regulation (GDPR), meaning on the basis of the controller’s legitimate interest. The legitimate interest consists of testing and developing new technology and assessing the possibilities for its deployment.

Data protection and security measures
Eurosec applies appropriate technical and organizational security measures to ensure the protection of personal data, including:

Encrypted data transmission
Secure server solution with restricted access
Access granted only to authorized employees
Logging and monitoring of system use

Personal data is not transferred outside the European Economic Area.

Data retention
Personal data is retained for a maximum of 30 days from the date of collection, after which it is irreversibly deleted.

Data sharing
Only anonymized and aggregated data, from which specific individuals cannot be identified, may be shared with cooperation partners.

Informing data subjects
